Can You Complete a DOT SAP Evaluation Online in Tennessee?
Yes. Eligible drivers physically located in Tennessee can complete their initial and follow-up DOT SAP evaluations through live video with Three Corners Counseling. Federal DOT rules allow remote evaluations when the SAP's credentials permit them and the technology meets the required standards. The evaluation is a real clinical interview—not an online questionnaire that automatically clears you to drive.
An online SAP evaluation does not make the entire return-to-duty process online. You still must follow the SAP's education and/or treatment recommendations, and DOT return-to-duty testing is arranged separately. This guide explains what Tennessee drivers can do virtually, what remains separate, and what to ask before booking in 2026.
Does DOT allow online SAP evaluations?
Yes. Under 49 CFR §40.291, a Substance Abuse Professional (SAP) may conduct the initial assessment and follow-up evaluation remotely at the SAP's discretion, provided the SAP's state-issued license or other credentials do not prohibit it.
The appointment must support live sound and video. The connection and picture must let the SAP gather the visual and audible information needed for the evaluation, with appropriate protection for confidential communications. A telephone-only call, email exchange, or self-paced form does not meet that live-video requirement.
What can Tennessee drivers complete virtually, and what stays separate?
Initial SAP evaluation: Meet with the SAP by video to discuss the violation, relevant history, and needs. DOT requires an individualized assessment and an education and/or treatment recommendation after a violation. Paying for an appointment does not predetermine that recommendation.
Education or treatment: Follow the specific recommendation from your SAP. Whether a recommended service can be completed remotely depends on the recommendation and provider; do not purchase an online course and assume it will satisfy your requirements.
Follow-up SAP evaluation: After you have progressed through the recommendation as directed, the SAP reviews relevant documentation and conducts another clinical interview. The SAP determines successful compliance; a course-completion certificate alone does not make that determination.
Return-to-duty testing: This is a separate DOT testing step, not part of the video appointment. FMCSA identifies RTD drug testing as directly observed. Follow the authorized employer or C/TPA testing arrangements rather than substituting a home test or an unrelated walk-in test.
How do you begin an online DOT SAP evaluation in Tennessee?
Use these steps to organize the start of the process without confusing a SAP appointment with a drug-test appointment.
Contact Three Corners Counseling and state that you need a DOT SAP evaluation. Tell the practice where you will physically be during the appointment and whether you have already started with another SAP.
Confirm the appointment, fee, and video instructions. Ask what information and records to provide and use the practice's requested method for sending documents.
For an FMCSA Clearinghouse case, coordinate SAP designation with the provider. Selecting a SAP in the Clearinghouse and booking an appointment are separate actions; make sure both are addressed.
Attend the live-video evaluation from a private, stationary location. Discuss your situation accurately and ask the SAP to explain the recommendation and how your progress will be documented.
Follow the recommendation and arrange the follow-up evaluation as directed. After the SAP determines successful compliance, coordinate the separate RTD testing and reporting steps through the proper employer/C/TPA process.
FMCSA explains that SAPs report the initial assessment date and the date the driver becomes eligible for RTD testing. Employers, or authorized service agents acting within their role, handle the required testing-result reporting. Keep those responsibilities separate when checking your progress.
What do you need for the virtual appointment?
Plan for an uninterrupted conversation rather than trying to fit the evaluation into a fuel stop or a dispatch call. A few practical checks can reduce avoidable scheduling problems:
A phone, tablet, or computer with a working camera and microphone, adequate battery power, and a stable internet connection.
A private space with enough light for your face to be seen clearly. Park safely before joining; never participate while driving.
The intake information and identification the practice requests, plus relevant violation documents or employer/DER contact information if available.
A way to take notes about the recommendation, documentation requirements, and the next appointment.
If your connection is unreliable, tell the practice before the appointment. Ask how to reconnect or reschedule if video fails; do not assume the evaluation can simply continue as a phone call. If you will be outside Tennessee during the visit, tell the provider beforehand so the correct service eligibility can be confirmed.
Do you need an employer before starting online SAP in Tennessee?
No. A current employer is not required to schedule an initial SAP evaluation, designate a SAP in the FMCSA Clearinghouse, complete the initial evaluation, or begin the required education/treatment recommendation.
Employer involvement becomes a separate issue for RTD testing and reporting. FMCSA provides an option for drivers without a current or prospective Part 382 employer: register in the Clearinghouse as an owner-operator for the limited RTD purpose and designate a consortium/third-party administrator (C/TPA). Follow FMCSA's instructions for that option; do not apply for a USDOT number solely to use it.
Starting SAP now and arranging the later test are different decisions. You do not need to wait for a job offer to begin the evaluation.
How much does an online Tennessee SAP evaluation cost?
Three Corners Counseling's Tennessee service page currently lists a $400 SAP fee. It includes the initial evaluation, review of completion documentation, the follow-up SAP evaluation, required SAP Clearinghouse updates, and reasonable coordination with an employer, designated employer representative (DER), or C/TPA when applicable.
Education or treatment is separate. Confirm charges for any recommended services and for testing with the providers involved. Before booking, ask what the quoted fee covers and which expenses are outside it; a SAP fee should not be mistaken for the cost of every return-to-duty requirement.
Will completing the online evaluation let you return to driving immediately?
No. The initial evaluation begins the clinical part of the process. DOT requires the SAP's successful-compliance determination before the RTD test can occur. Before resuming safety-sensitive duties, the applicable test result must be negative for drugs and/or below 0.02 for alcohol.
An employer still makes its own hiring or reinstatement decision. A virtual appointment does not guarantee an outcome or a completion date. Timing depends on the individual recommendation, participation, documentation, follow-up assessment, and separate testing arrangements.
